Keep the three identifiers separate

CPSC uses three Certificate Identifiers for a certificate stored in the Product Registry: the Certifier identifier (ID), Product ID, and Version ID. Preserve all three exactly as confirmed in the Registry workflow. Do not collapse them into an invented single Reference ID. A catalog SKU can be the Product ID only when it is the identifier used and confirmed in the Registry.

How the Registry and entry handoff work

The CPSC Product Registry stores certificate data. It is not the customs filing system and does not automatically send data to U.S. Customs and Border Protection (CBP) Automated Commercial Environment (ACE). With a Reference PGA Message Set, the responsible importer or authorized trade partner enters and certifies the certificate in the Registry, then gives the Certifier identifier (ID), Product ID, and Version ID to the broker or filing partner. That party sends the Reference PGA Message Set to ACE at entry. With a Full PGA Message Set, the required certificate data is sent with the entry instead.

Preparation, certification, and filing are separate stages

Reg-Relay gathers and reconciles evidence, completes the catalog, and prepares the agreed route-specific inputs. The responsible importer reviews and certifies. For a Reference route, the actual Registry identifiers must be verified after the authorized Registry step before the handoff is released. Reg-Relay does not invent identifiers or transmit ACE filings. A generic worksheet is not a universal submission file.

Keep the dates and shipment context together

CPSC lists July 8, 2026 for covered general imported products. Its September 1, 2026 mail guidance specifies October 22, 2026 for covered international-mail shipments using Entry Type 13. For products imported into a Foreign Trade Zone (FTZ) and subsequently entered for consumption or warehousing, the effective date is January 8, 2027. Confirm the shipment-specific process with current official guidance and your filing partner.

Reg-Relay helps organize the evidence. An authorized importer must review and certify the final data.

Reg-Relay’s preparation service collects evidence and prepares certificate data for an agreed product scope. It does not provide legal advice, conduct product testing, issue certifications, transmit U.S. Customs and Border Protection (CBP) Automated Commercial Environment (ACE) filings, or guarantee agency acceptance. Unresolved regulatory judgments require specialist review. The responsible importer retains final accuracy and certification responsibility; the client or filing partner submits through the required channel.
