What the official guidance says

In its September 1, 2026 bulletin, CPSC states that eFiled certificates for covered international-mail shipments, via a Full or Reference Partner Government Agency (PGA) Message Set, will be required beginning October 22, 2026. The guidance describes the new Entry Type 13 process and transmission through CBP’s Automated Commercial Environment (ACE).

Why preparation still starts upstream

The bulletin explains that international mail previously could not transmit the required PGA Message Set because CBP did not collect the relevant entry data for those shipments. With the new process, importers and brokers need to align their operational handoff with the current requirements. Collecting factual evidence before shipment helps make that review more organized.

What to discuss with your filing partner

Confirm the shipment’s entry process, the filing approach your broker or partner will use, and what certificate records they need from you. Identify who will confirm regulatory scope and who will approve final data. Read the official bulletin and document library for current instructions; this article is operational context, not legal advice.

Reg-Relay helps organize the evidence. An authorized importer must review and certify the final data.

Reg-Relay’s preparation service collects evidence and prepares certificate data for an agreed product scope. It does not provide legal advice, conduct product testing, issue certifications, transmit U.S. Customs and Border Protection (CBP) Automated Commercial Environment (ACE) filings, or guarantee agency acceptance. Unresolved regulatory judgments require specialist review. The responsible importer retains final accuracy and certification responsibility; the client or filing partner submits through the required channel.
